• Modern Slavery Statement

Our commitment

At Rainbow Fostering, we are committed to ensuring that there is no form of slavery, forced or compulsory labour, servitude or human trafficking in any part of our operations or supply chains.

As a fostering agency, protecting children and young people from exploitation is central to everything we do. This statement sets out our risk analysis for the financial year ending 31 March 2026 and explains the steps we have taken to fulfil our commitment.

Our organisation

Rainbow Fostering Services Ltd is a private limited company incorporated in England and Wales on 25 November 1998 under company number 03674231. Our registered office is at 10 Churchill Court, 58 Station Road, North Harrow, Middlesex, HA2 7SA.

We are an independent fostering agency registered with Ofsted (URN SC031621) and rated Outstanding in all areas. We recruit, assess, train and support foster carers, and work with local authorities to find safe, stable homes for children and young people in care. Our activities are UK-based and we employ a small team of staff, supported by professional contractors and suppliers.

Rainbow Fostering has no subsidiaries or other affiliated companies.

Our operations and supply chains

Our operations mainly involve providing fostering services to local authorities across England, including recruiting and assessing prospective foster carers, matching children with carers, and providing ongoing supervision, training and 24/7 support.

Our suppliers are mainly based within the UK. They include:

  • independent social workers, assessors and fostering panel members

  • training providers and therapeutic or educational specialists

  • IT, software and digital service providers

  • recruitment, marketing and advertising suppliers

  • professional advisers (legal, accounting, HR and insurance)

  • office premises, facilities and cleaning services

Our limited ex-UK suppliers are mainly based in the USA, EU or India and include digital service providers, cloud hosting and data processors.

Our approach to slavery and human trafficking

We are committed to maintaining high ethical standards in all our relationships. Our anti-slavery policy ensures that all our personnel carry out their duties ethically and in line with our expectations, and we expect our suppliers and partners to take the same approach.

Although we consider the risk of slavery and human trafficking within our own operations to be low, we take proportionate steps to reduce it. In particular, we have systems in place to:

  • recruit staff, contractors and foster carers through fair, lawful and safer-recruitment practices, including right-to-work checks, enhanced DBS checks and verified references

  • train our staff, contractors and foster carers on modern slavery, trafficking and exploitation risks and the related legal requirements

  • work with reputable suppliers and partners who share our commitment to ethical practice

  • identify, assess and monitor potential risk areas in our operations and supply chains

  • mitigate any risk of slavery and human trafficking occurring in our operations or supply chains

  • protect our personnel from harassment, violence or intimidation

  • protect whistleblowers through our confidential reporting process

  • investigate and respond appropriately to any concerns about slavery or labour exploitation raised with us

Safeguarding children in our care

Children in care, including unaccompanied asylum-seeking children, can be at heightened risk of trafficking and exploitation, such as county lines and criminal or sexual exploitation. We recognise this as the most significant modern slavery risk connected to our work.

To address it, we:

  • train foster carers and staff to recognise the signs of trafficking, going missing and child exploitation

  • follow clear safeguarding procedures for reporting concerns promptly to the child's local authority, the police and other relevant agencies

  • support local authorities, as first responders, in referring children to the National Referral Mechanism (NRM) where appropriate

  • work in partnership with local safeguarding children partnerships and multi-agency exploitation panels

  • provide specialist support and matching for children with additional vulnerabilities, including those who have arrived in the UK alone

Compliance in our supply chains

Our procurement policy requires:

  • all staff responsible for procuring goods and services to act with honesty and fairness, ensure due accountability and report any suspected breach of anti-slavery rules promptly

  • all suppliers to comply with the requirements arising from our obligations under the Modern Slavery Act 2015, and to deal with us in a way that is transparent, accountable, auditable and free from ethical ambiguity

We take a risk-based approach to supplier due diligence. Where a supplier is perceived as potentially high-risk, we carry out due diligence (including enhanced due diligence where appropriate) and take relevant best-practice guidance into account before engaging them.

We expect our partners and suppliers to ensure their own supply chains are free from modern slavery and human trafficking, and we seek to include these obligations in our contracts. If we become aware of any breach, we will act promptly and use what we learn to strengthen our risk-management process.

Our risk analysis for the 2025/26 financial year

Based on our assessment during the year, we consider the risk of slavery and human trafficking within our own operations and supply chains to be low. We recognise a higher risk to the children we care for, and manage this through the safeguarding measures set out above.

We will remain vigilant, review this statement annually and update it as our organisation develops, adding further measures where appropriate.
